Human Rights and the War on Drugs

Francis Xavier Guimalan

The war on drugs in the Philippines is very controversial due to its lack of human rights. It is proven more on the fact that many of the killings are extrajudicial or outside of the law. These killings are more known as “Extrajudicial killings”. Up to date, there is already over 12,000 people (most of them are poor) have been killed that is outside of the law. 2,555 of those killings are attributed to the government.

However, President Rodrigo said that these attributed killings to the government are because of self- defense. Also, the majority of the citizen thinks that despite the violation of the human rights are happening, the war on drugs is still a good thing in the society. Despite being watched by the U.N. and being criticized by other humanist groups and individual, the president thinks that the war on drugs should continue.

War on Drugs in other Countries

Philippines isn’t the only country that implements measures in the war on Drugs, in fact, many countries have their own ways to deal with drug-related issues in their countries.

China gives the cruelest punishments for people who are caught smuggling illegal drugs. These punishments include unveiled execution and other cruel punishments. These punishments were most evident in the years 2009, 2010, 2012, 2013, 2014.

The United Kingdom is almost the same as the Americas in which they follow America’s scheduling system. The scheduling system is where criminals are given jurisdictions based on the medical value and abuse value of the substance. For example, criminals caught using or selling substances that belong to class A can be charged on lifetime imprisonment, while those caught using or selling class B substances can be charged 14 years imprisonment.

In the country of Portugal, they decriminalized all drugs, including heroin and cocaine. The decriminalization had a great effect in which drug use among teenagers fell, but the use of illegal drugs among people ages 20-24 rose up.

In Uruguay, they legalized the use of Marijuana in terms of personal and sales to eliminate those major sources of illegal trades in the year 2012. As of today, the Uruguay government is working to establish regulations on drug use and sales.

Many countries have their own measures on how they regulate drug issues that are related to their country. Some of them are inhumane acts and some have ways that wouldn’t harm people. As long as these countries see that their ways would benefit their country and would preserve life, they probably would continue these ways for the years to come.

REHABILITATION

SECTION 2

and centers

While President Rodrigo Duterte promised to kill drug addicts. This statement itself made more than 1 million drug addicts surrender. After this accomplishment, the government implemented its second plan, to make them undergo rehabilitation (Ranada 2016). This plan is logical however, the problem is the lack of drug rehabilitation centers. The government made many actions against this. One of the well-known constructed drug rehabilitation centers during President Duterte’s term is the Mega DATRC or Mega Drug Abuse Treatment and Rehabilitation Center. After its construction. However, in its 10000 bed capacity, only about 400 were used.

This led to government admitting that they miscalculated on the construction itself (Romero 2016). Their reason for its mistake is that they cannot refuse the offer of Huang Rulun, a Chinese billionaire, of sponsoring the construction of the said drug rehabilitation center.

Even though that the first construction is a quite the waste, the government still plan to make some drug rehabilitation center on different places in the Philippines (Porcalla 2017).
